MacDonald Bridge Bikeway Connectors Project
Since the unanimous approval by Regional Council of the Integrated Mobility Plan on December 5, 2017, Halifax Regional Municipality (HRM) has been considering projects that reduce the reliance of the car for personal transportation. Central to this effort are the addition of All Ages and Abilities (‘AAA’) bicycle connections as well as the continued development of a convenient and reliable public transit network. To further the interconnection of these integrated modes, HRM undertook plans to provide improved Active Transportation (AT) connections to the Macdonald Bridge on both the Dartmouth (Phase 1) and Halifax (Phase 2) sides, as well as transit priority measures for buses traveling through each area and improved bicycle connections to the nearby Halifax Transit Bridge Terminal.
HRM retained WSP to provide conceptual and detailed design services for the completion of the Macdonald Bridge Bikeway Connectors project. The original project scope is broken down into two phases, Dartmouth and Halifax, and involved the following tasks Preparatory Work & Concept Design, 30% Design Review, 60% Design Review, 95% Design Review & Presentation and Executive Presentation Meeting. This presentation will focus on Phase 1 – Dartmouth Side, with a sneak peek into Phase 2 – Halifax side.
With about 48,000 crossings per day, the Macdonald Bridge is a critical connection between Halifax and Dartmouth. The three-lane bridge (centre lane reversible) is restricted to vehicles weighing over 3,200 kg and includes a dedicated bikeway on the north side and a dedicated pedway on the south side. The Bridge connects to the street network at the busy Wyse Road / Nantucket Avenue signalized intersection in Dartmouth. With about 20,000 vehicles per day (vpd) and 13,000 vpd, respectively, Wyse Road and Nantucket Avenue in this area are important roadways for the movement of people between Halifax and Dartmouth. Within 200m of that intersection lies the Halifax Transit Bridge Terminal, an almost 3-acre site that is used by about 120 buses during each peak hour and is one of Halifax Transit’s busiest terminals due to the transfer opportunities provided by its central location.
WSP completed concept options for the study corridor that reviewed uni-directional and bi-directional bicycle facilities on Wyse Road with a connection to the existing Macdonald Bridge Bikeway. The concept options were compared using evaluation criteria decided upon by the assigned Advisory Committee for the project. A Multi-Modal Level of a Service (MMLOS) was completed to compare the options and the impact to the study intersection. The recommended options to proceed to 30% design and through to 100% design was uni-directional bike lanes on Wyse Road with protected crossings at the study intersection. The design included curb extensions, pre-cast curb installation, raised transit stops, intersection improvements, underground services and traffic signal modifications. This phase of the project was in construction during the summer of 2021 and opened just before the first snow fall.

Courtney is a Senior Traffic and Transportation Engineer with over 11 years of experience in traffic engineering and active transportation (AT) facility planning. She is a certified Project Management Professional (PMP) and is registered as a Professional Engineer with NS, NB, and NL. She manages and facilitates stakeholder meetings and citizen engagement events with members of the public. Courtney has managed and completed design concepts and detailed design on numerous transportation projects. Her experience has been focussed on conceptual AT design options, evaluation of options, traffic analysis, traffic impact studies/statements, transportation master plans, active transportation planning, policies, and conceptual design of intersections (stop-controlled, signalized and roundabouts).
